Donald F. Hall, PE, Sr Director / Executive Advisor - Distribution Planning, Standards, and Regulatory Support, is a seasoned leader with over 42 years of proven experience in the engineering, operations, and regulatory areas of the distribution and transmission segments of the electric utility industry. His expertise includes business and technical integration of distributed energy resources (DERs) and non-wire alternatives (NWA), distribution system load forecasting methods incorporating DER, the addition of stakeholder involvement and transparency in the distribution system planning process, and the development of performance incentive mechanisms component of performance-based regulation. He has an extensive background in state and federal regulatory proceedings, including serving as an expert witness. Donald is a licensed PE in Washington, D.C., Delaware, and Maryland. He has been published, is active in standards development (IEEE/PES), and was an adjunct college engineering instructor.
